KATOTOHANAN was organized in a 15 August 2001 meeting of different groups/organizations that have followed the developments
of the case of Senator Panfilo Lacson, a case brought about by the accusations raised by Colonel Victor Corpus against the senator.
Katotohanan is a network of groups/organizations with the followinggeneral objectives:


•to prevent the Philippines from becoming a nacro-state;
•to prevent the domination of organized criminal syndicates or groups of the institutions/agencies in Philippine society, in general, and the government, in particular; and
•to protect the future of our country and our people, particularly the youth.


The immediate goals of KATOTOHANAN are:
•to inform the citizenry about the realities of a narco-state and show the danger signs of its possibility in the Philippines;
•to inform the citizenry of the extent of the presence of organized ciminal syndicates/organizations in Philippine life;
•to encourage and guide people's initiative that will prevent narco-politics and organized criminal syndicates/organizations from
making further inroads into legitimate political power and other societal institutions;
•to partner with media in focusing on the evils of prohibited drugs and organized criminality;
•to raise the level of our people's vigilance with regard to the investigation of and eventual judgements on the accusations made by Col. Corpus against Sen. Lacson, such as drug trafficking, kidnapping for ransom, bank robberies, money laundering and other acts related to these organized crimes; and
•to prevent legitimate issues of narco-politics and organized criminality from being reduced to and trivialized into a battle of personalities between Col. Corpus and Sen. Lacson and a part of the on-going political tussle between pro-administration and opposition parties.


KATOTOHANAN will conduct a nationwide campaign to attain its goals and objectives through holding town hall assemblies, the distribution of information materials and the partnership with media to assist not just in the disseminating information, but also to allow the airing of legitimate pros and cons of the issues. Teams of trained speakers or resource persons will be fielded town hall assemblies.
KATOTOHANAN will initially work through the following networks: schools, parishes, civil society, civic organizations/clubs, religious groups/communities, and community associations/organizations.
